SBBH Basics / Background

SBBH ("School Based Behavioral Health") is an intensive behavioral health program offered in selected schools in the Philadelphia School District. This program was developed to support students whose emotional and behavioral concerns create barriers to their school success. Participation in the program is voluntary and treatment is usually short-term (i.e., one school year or less).

A team of experienced mental health professionals provides behavioral services, including one-on-one assistance in the classroom, individual and group therapy, psychiatric consultation, and prescription of medication (if appropriate).

The SBBH team works closely with school staff members and families, in order to ensure that students receive the help and support they need to function productively in the school environment.


RHD’s SBBH Programs

RHD provides SBBH services at the following schools: Mitchell School, Pennell School, FS Edmonds School, HR Edmunds School, and Smeadly Elementary School.


How are Children Referred to the SBBH Program?


Referrals for the SBBH Program usually come from school staff members, such as counselors and teachers. Referrals often result from participation in the School’s Comprehensive Student Assessment Process (CSAP).


Who can take part in the SBBH program?

Because fees for participation in the SBBH Program are paid through the City of Philadelphia’s Community Behavioral Health Department (CBH), students participating in the program have to be eligible to receive Medical Assistance (MA).


How are Children Enrolled in the SBBH Program?

Assessment/Observation Period:
Children referred by the school take part in an initial observation and assessment period. During this period, SBBH staff members observe each child and consult with school personnel and caregivers to get their opinions about each child. Caregivers and teachers are also asked to fill out a survey about the child’s strengths and needs.

Biopsychosocial Assessment:
Following the Assessment/Observation Period, children referred to the SBBH Program and their caregivers participate in a comprehensive interview/evaluation with a psychologist or psychiatrist. Based on his or her assessment, the psychologist or psychiatrist will make recommendations for each child. These recommendations can include participation in the “full” SBBH Program or participation in individual and/or group therapy. Once recommendations for services are made, the SBBH team will submit a request for the services to CBH, who will either approve or deny the request.


Two SBBH Levels/Tiers

Some children participate in the “full” SBBH program, which includes individual/group therapy as well as one-on-one classroom support. Other children, whose problems in school are not as severe, participate in up to 4 hours per week of individual and group therapy. Children who do well in the full SBBH program can often be “stepped down” to the “therapy only” program.


What People Make up the SBBH Team?

  • Clinical Manager —team leader
  • Clinical Specialist —develops treatment plans, manages each child’s treatment, and provides individual/group therapy
  • Care Coordinator —coordinates services and provides case management
  • Behavioral Health Worker —implements treatment plans and provides individual one-on-one support and guidance
  • Psychiatrist —Provides consultation and prescribes medication (if appropriate)
  • Mobile Therapist —provides therapy for children in the individual/group therapy only component of the SBBH Program

How will the child’s family be involved in SBBH?

Parental involvement is essential to the success of the SBBH program. Families are included in the treatment process throughout the child’s involvement in the SBBH Program. Families are encouraged to contact any team member regarding SBBH services and/or to visit the SBBH room at any time.
